No muscle tone?

This summer I've been working out more, but it's hard for me to gain muscle tone and everything bad that I eat goes to my theighs and legs):

Working out hasn't shown any results ths summer. And I eat good, but once in a while I'll go eat something like french fries or a shake... Should I totally cut out bad things from my diet and be more strict about what I eat? Then do you think I would get better results?
