I like using milk more instead of water, but usually I follow the baking instructions to insure it turns out.
Yes, you can use milk. I find that whenever I use milk, instead of water…the cake comes out very moist and almost melts in your mouth! :]

Milk makes it more moist and water makes it drier, but you can use either.
