Can I start something like this or is it illegal?

I’m 16 years old and I want to start a club or society at the school but I want it to be something like Sea Cadets except that its not going to be sponsored by the Navy or a Association.It will be militralistic and discipline. Its something to give back to the community.

Heres my plan of the club or society I’m gonna start:

Meetings will be on Saturday Mornings 9:00 am until 12:00 am

Course Fees: R 50 a year

Uniform provided

Meetings are held at a local field near the lake or our normal facility which is the school field across my house.

All meetings are compulsory,no attendance there is expulsion or suspension unless parents send a letter

Can I start something like this or is illegal? I got people to help me start

You’ll need the proper permits to create a club that requires people to pay fees.
