I have never heard of that theory before or even noticed it myself. However, I don't think there's a psychological element to the statement. It may be that serial killers happen to be surrounded by those in their own social economic and ethnic background and those unfortunates may just happen to be their victims.
Serial killer is usually a maniac who kill their victim continously for some reason. The most common reason for doing it is revenge. This revenge is usually for certain people, either etnics, skin color, gender, proffesion etc...
It isn't true for all serial killers. It depends on their history and also who they have access to. Plus some other factors. Whoever claims that that is always the case is just making a generalization.
You cannot kill a victim continuously, generally once they're dead, they stay dead. Also there's nothing that shows that they are trying to get revenge on a certain group of people.
Serial killers are people who have either problems or disorders or just violent I'm a angry personbut I'm choosing a life of military and honor.
