Is the illegal immigrants bill amnesty?

Given the definition of Amnesty: the act of an authority (as a government) by which pardon is granted to a large group of individuals - How can one claim the bill going through Congress right now (ref: illegal aliens) is NOT amnesty ?

Well, it is amnesty. I don’t see how anyone could say it isn’t. Is it a bad thing? That’s the debate.
