Flat tummy by summer

I am 16 years old. I weight about 117 lbs and I am 4'11. My weight changes a lot. One month I will weigh 110, the next 120. I do not have a fat stomach yet...but I have the capasity because I am short . I have fat on my stomach to the point that I would not look okay in a 2 peice bathing suit. I want a flat stomach by june, that is in about 3 monthes. I already started dieting. I just need an exersize routine. Should I just do cardio like walk and run?
