I don't know where you are but in the UK to buy condoms from a pharmacy costs from £3-£20 depending on the size of the packet or brand of condom. I believe on average a pack costs up to £10. The combined pill or everyday pill is available at the local GP and free and confidential to get and use for under 16s. I know America has the same age of consent but I don't know about whether it is free or not.... I think condoms from a healthcare center are free but the pill has a price, I'm not sure.
You can get birth control at any age. I mean, I don't think 6 year olds are going to go in pharmacies buying condoms and birth control pills but we're all allowed because we're trying to avoid teen pregnancy. For price... I don't know.
