Can you define what you mean better? Isn’t the government part of the race? i.e if the race dies out the government should die out too?

Obviously there’s only 1 race, the human race and no form of government will outlast that race as there would be no need for a government if the human race was suddenly extinguished tomorrow. So governemnt as we know it would cease to exist then moment the human race does.

On the other hand if you’re talking about populations specifically the population that invented a specific form of government then sure you can say that. Those founding fathers that founded the government we now preside under in US are long since dead as is the entire population if first governed many times removed.
