There could be many reasons. He could be worried hes not big enough, he could have had a bad experience before and is afraid of you hurting him, he could just be worried about how you will react to his penis or he could just be nervous. The only person that will be able to tell you whats going on is him...if yall are comfortable enough to be doing sexual things you should be comfortable enough to talk about them.
That really isn't true, because not ALL guys are dying to get head. The guy might find it awkward to get head and kiss the girl, knowing she had a dick in her mouth.
