How will unemployment benefits change under Obama's proposition, and is it an official bill yet?

I know they are talking about extending the length of eligibility, but I’m not sure if there is more to it.

Currently Republicans are fighting the federal government extending state unemployment benefits. It has been done in the past with bipartisan support but now Republicans who are willing to give $billions in tax cuts to the wealthiest Americans without concern for what it does to the deficit say they can not support extending benefits for down-and-out Americans without cuts elsewhere to “pay for it.”

Some conservatives also believe that extending benefits only encourages the unemployed to stay unemployed so they advocate limiting benefits as a sort of “tough love.” A modern version of “let them eat cake.”
