why are there small dots on my cat. he did not want to come inside and just sat outside and meowed but didnt come in?

  There is not enough information for anybody to answer this question effectively. You should take your cat to a vet if you are worried. Maybe you could look online for pictures of different types of worms etc and see if you can match the picture to your cat.

  The white dots could be anything...perhaps they came off a plant or flower? As for not coming in...maybe he just didn't want to. Unfortunately, your description doesn't give us much to go on....if there's cause for concern, take him to a vet.
