Is it mandatory to wear seat belts in the whole United States?

I remember when they passed this law, it seemed to really bother people, I know my first car, all it came with from the factory was a lap belt.

When I leaved in Honduras, I never wore might seat beat, and I still think it should be your right to choose, not be forced to wear it or fined. In the USA we have more laws and rules than anyone can follow, or remember.

depending on the year of your car like anything form the 60s and 70s like a VW bug we have in alaska well you dont have to wear a seat belt because it wasnt made with one
