I have to wonder who exactly diagnosed the bipolar disorder, and why they didnt recommend someone. But ok, you're looking for a psychiatrist, because bipolar disorder needs meds to be controlled, and from there you can get a recommendation for a psychologist. See if your doctor has any recommendations.

I suggest going to your family doctor, and having them refer you to a specialist. Unless someone here lives in your area, not many people are going to be able to give you a good answer.
