Apply some lip plumping conditioner then use a lip liner and apply it right outside your natural lip line. Make sure the liner is a shade or two darker than your lips. Smudge it downwards to your natural lip line using your finger and apply lipstick as usual. Use a lipstick that is the same tone as the liner. Then kiss a tissue to remove any oil on your lip and apply some gloss to enhance them. Apply another coat of plumping lip conditioner. This will enhance your lips all together and make them look plump. If you only want the effect on your bottom lip, apply a lip liner a shade or two only on your bottom lip line. Put a coat of plumping lip conditioner and a touch of lip balm then use a subtle colour of lipstick and apply it on your lips. Finish off with a touch of lip gloss.
If you apply gloss to just the centre of your bottom lip, then this reflects light and can help your lip look fuller. You can use some on the rest of your lip too if you want, just have more in the middle. You can get 'plumping' gloss, but they work by having an irritant in, which stings your lip and will thus make it swell slightly. These are often not great to use, but are there if you wish to.
Sucking on your lip for a while will stimulate the blood to it and thus have a plumping effect too, although this is only temporary.
Nothing will be permanently plumping except the cosmetic of fillers, and they only last for a few weeks/months.

I dunno.... I was just about to ask how to make my top lip look fuller...do all of these work for the top too?
Use a very shiny, clear lip gloss. Especially the kind that say they are "plumping".
applyn cream to ur lips will make them swollen (ex- aveeno cream works for me)
Also nude color lips makes them look fuller as well!! :)
