Hi,

For those who don’t carry an Arizona driver’s license but still need to prove their age or identity, an identification card is in order. ID cards are available to all Arizona residents, including infants, for $12.

You will need to visit the Motor Vehicle Division (MVD) or one of its third-party offices to submit your ID card application form.

From what I gathered, there is no way to get an ID card without going to the DMV in person.
