I have no clue what a specs store is, but you can buy any tobacco products once you are 18. Thus I’d say yes.
It’s a place that sells wine and cigars and stuff. Yeah, you’re allowed into pretty much any store (bars and clubs are a whole other issue). You just have to show ID while buying stuff.
Its a liquor store. I guess I’m askin if 18 year holds are allowed to go in
There should be a sign that says you have to be 21 to enter. If one isn’t up, I doubt they’d complain. Also, there may be a separate section for liquor, in which case you could just go in and not go there, similar to going to restaurants with bars.

if you’re 18 i don’t see what the problem would be because its lega for you to but tobacco products
