Why does my cocker spaniel attack one of her three pups?

My dog has been very aggressive with her puppy. She has one male and two females; lately she has been aggressive towards one of the females to the point that we pick up the pup and she is growling and biting us. I have to keep the mom tied up because she looks for every opportunity to attack only her. She pounces on the pup and shakes her like a rag, bites her tail and puts the pups neck in her mouth.what could be the reason for these actions and how can I stop her from doing this?

When I was little I can remember that my English bull terrier Lucy kept putting one of the puppys in her mouth and sitting on it to suffocate it. The puppy ended up dying :( I was only about 7 or 8 at the time and my dad told me it was because it was the runt of the litter. You might have to hand rear the puppy with diluted baby formula in babys bottles and a friend of my dad used a beanbag as a replacement for an aggressive mother. Hope this helps!
