her parents have to sign over custody then you can get married. my sister go married when she was 16 and her husband was 24.

First things first, without parental consent it will be almost impossible to marry her now or be with her until she is emancipated (get informed about her rights as a minor, apparently in California you can be emancipated as young as 14, consult a lawyer if need be).
