What message does social problems give?

I just pretty much need to know like what a social problem is sayin to people like what is a high murder rate sayin or an high amount of teen pregnancy

This is a very complicated question and depends on about 1000 other factors not to mention what angle you want to approach it. A high teen pregnancy could indicate a lack of morality, a culture that promotes sex, a lack of sex education, a decline in parental involvement, or just a culture with earlier marriages (the teen pregnancy rate used to be A LOT higher in the early 1900s because of the young marriage rate) etc etc etc, it just depends on who you are talking to and how they want to interpret the information. That you consider it a social problem is a judgment in itself, and the message it gives is also ambiguous. Is there somewhere you’re going with this?
