Nope,

the catacombs were stone mines outside of the city gates originally. Then, the city grew and the mines were beneath the city. Then, in the middle ages, a lot of people died of the great pestilence. So there were a lot of dead people and they decided to bury them in the old mines. Several years after the pestilence, they kept burying people in the catacombs.

Then the catacombs were closed and forgotten, later people found the entrances again when building new basements. They found the bones oof all those dead people and started inventing horror stories. Later some whackos went there, inspired by the stories, to do weird cultist stuff. But only after the catacombs had gotten their horror-reputation and several authors had written about them.

Nowadays most of the subterranean places are closed and guarded, so the historical stuff is conserved. But as far as I know there’s a guidance tour in a small part of the catacombs.
