Make a very fine spray of water into very cold air.
If necessary: warm air can be chilled quite effectively by using a high pressure fan to give a "wind chill" effect in a "wind tunnel"..
For small amounts of snow: discharge non inflammable gas (e.g. helium or carbon dioxide) from a high pressure bottle, whilst spraying small amounts of water, into the gas discharge, e.g using by an "atomizer spray".
