Due to the lenght I would say flats as in my opinion heels will maybe look a bit streetwalkerish type.

Defiantly flats like Irene said, its a really cute skirt, however you need to consider the length and in all honesty its sort of short but in non slutty way :) some nice kitten heels would look good though, make you a little taller whilst remaining sophisticated and young looking.

Either. depends on where your wearing it, a cute pair of heels would make it look more dressy for a formal kind of event. when flats would make it look more casual (yet still totally cute) :D
