There is a division rule for radicals, it's called the Quotient Rule:
Root(a)/Root(b) = Root(a/b)
Basically, divide '8' by '3', then take the Square Root of that answer:
8/3 = 2.66666...
SQRT(2.6666...) = 1.6329
1.6239 is your answer.
