Just buy a push up bra hun. I dont think your parents will care. You’re a teen teens always want bigger boobs.
unless you can sew, cut foam in the right shape and place it in exactly the right spot (which will be very difficult) you cant really make one without it not working. your old enough to go out and buy one now, so just buy one yourself
you could take both straps together in the back,and make them stay somehow.(tie,safety pin.etc) make sure the straps are lose enough so it doesn’t hurt your back and restrict movement. make sure they’re tight enough so it works too.

They make silicone inserts for bras…I saw them at Walmart, they are “halfsies”…like they fit into the bottom of the cup, pushing breasts up.
It would be a waste of time making a push up bra. Just go out and buy one. They make lots of them.
