if your both in a relationship and she said that, it sounds like soemthings wrong mayeb somethings happened to her maybe shes not feeling the same as she did before towards you whatever it is, talk to her abpout it and ask her why she doesnt want you to kiss or hug you kissing and hugging is a very normal and healthy thing for people in relationships to do and there has to be a reason why she doesnt want to do it anymore
if the two of you arnt going out though, she could have a boyfreind or maybe just doesnt feel the same as you do towards her and doesnt want you to show affection to her maybe she wanst to just be friends either way, talk to her
