Yes, some males get lower back hair when they are going through puberty. Most boys start puberty at the age 12 to 13 it can start at anywhere from 9 right up until 16. Puberty lasts a few years at average. Most boys have finished puberty by the time they are 19. . Sounds completely normal. :)

Yes, it is totally normal. Most guys have at least a few strands of hair on their back and some start getting it when going through puberty.
If it really bothers you (which it shouldn’t because it is normal), you can always go get it waxed.
