Mine usually keeps sinking to the bottom.
When mixing liquids and solids its better to pour the liquid first (your tea) and then to add the sugar. If you put sugar first its more likely to clump and stick to the bottom of the cup. Its also better to slowly pour the sugar in a little bit at a time while stiring your tea. If your stiring at the same time your pouring it will help the problem your having.
It doesn't really matter how you mix it, just be sure to mix well. Maybe you could try mixing it for a little while longer next time. It all boils down to chemistry. Basically you're breaking the molecular bonds in sugar since it is water soluble.
I go. Teabag. Sugar 1st teaspoon. Water. Stir. Leave to settle. Remove teabag. Add any more sugar. Stir again. Milk. Stir. Sip.
I usually dump in several spoon fulls then stir in a figure 8 pattern or a circle then reverse directions. Seems to work for me.
I do mine this way:
1 - Teabag 2 - Water 3 - Milk 4 - Sugar 5 - Take teabag out. :]
It's because I like my tea strong, I personally don't have sugar either.
You could poor the tea in your sugar and that mixes it up for you
