Laws about Teen Moving Away?

hi! sorry if this gets long! hm…where do I start? well, first, Onee-san is a long timefamily friend of ours. he (yes, he. one day I asked him what I should call him and he said “call me big sister in japanese” so it just stuck.) has really mean parents, and a little sister that might as well be the female., tiny version of the devil.(exp: she melted a few fudge pops over their brand-new expensive stereo, broke it a bit, and said that he did it) he wants to come and live with us, and even asked his parents if he could move out. they said that they needed to sign some papers before he could leave, and apparenly the papers can be signed at sixteen or seventeen. his parents said that they would sign them once hes seventeen (hes sixteen now), then he can leave because they’ve “never cared in the first place”. I was wondering if these “papers” are real? what exatly are the laws about teens moving away? especialy if they already have a plan and a stable enviorment to go to?

As far as them not even wanting him if yall go to court they can sign guardianship and everythind over to you… I dont know about the whole signing of the papers a 17 I know that if he wants to be emancipated you do but if thats not the case all they have to do is turn their rights over to you I do believe..
