I'm clueless here...I'm confused

Plain and simple. My boyfriend said he wants to get engaged but thinks I (being me) am not ready…what does that mean? I’m so confused…my sister said because I’m not responsible, but I am the most responsible person I know…I live on my own, I take care of them and my boyfriend, and I am a rational thinker…basically so responsible…could someone help me understand?
