Depends on the situation the wordings is used. If he doesn’t want to go out with you because he’s career comes first, then he’s being selfish and not interested in you. If he doesn’t have much time to socialise as he is concentrating on his career it means he’s looking ahead and making something for himself which is fair enough. That’s my opinion.
