It is because the sesons have a effect on the viris and winter is the time of year the viris is most active, so people distribut the vaccine then.

influenza is a bacteria that changes its genetic code each year so it can affect you anew, so the vaccines using dead or weakened viruses can help your immune system fight it…
Influenza, like some other virii (such as HIV!) mutates rapidly, so vaccines that worked against one strain may not work against another one. Each year, scientists and vaccine makers try and predict which strain is most likely to be dominant that year, and manufacture vaccine for it. Sometimes they’re right, and sometimes they’re not.
