There are organizations that you can join that have resources but need people who are willing to do the hard work. Find Humana in you hometown, or look on line for local organizations. It’s a great thing you want to help.

Most stuff I know nowadays, did I got from the internet and taught me myself. Your people can do the same!

You need to:

#1 Got pcs* #2 Build a network #3 Connect the network with the internet #4 Teach people how to work with the pc/internet

There are people out there who spend “old” pcs to organizations who refurbish them and give them away for free! There are also free operating systems! For example Ubuntu Linux!
