Is that possible to edit an MP4 (or MPEG) video in Windows Media Player?

It's not necessarily true that if you have Media Player, that you have Movie Maker. In Windows 7, you have to download it with the Windows Live Essentials suite.
Also, if you want to make animations, as in create animations, you need a better program like Adobe Flash or Microsoft Silverlight. It also depends if you want to create 2D or 3D animations. If you just want to alter an existing video like to make an AMV, then you can use Sony Vegas Pro/Home Studio(I use it) or Movie Maker. I would suggest using Movie Maker first if you're a beginner because it's much easier to practice.
From what I read, .mp4 files are NOT supported in Movie Maker. Here's the list: Video files: .asf, .avi, .wmv Movie files: MPEG1, .mpeg, .mpg, .m1v, .mp2 Audio files: .wav, .snd, .au, .aif, .aifc, .aiff Windows Media files: .asf, .wm, .wma, .wmv Still images: .bmp, .jpg, .jpeg, .jpe, .jfif, .gif MP3 format audio: .mp3
I recommend converting to .mp2 because the quality is better. But it's up to you because when you edit the file and save it, you can save it as a different format.

mp4 is more of an apple type format you may need to use a converter to .avi format first there is free software out there called format factory
No but you can edit it in Windows Moive Maker. If you have Windows Media Player you should have that.
I've never been able to edit MP4 in movie maker, its better off to not use MP4 to begin with.
I wanted to start making animations, that's mainly why. Thanks :)
