No, he does not write his own speeches. His head speechwriter is Jon Favreau, a 27-year old who looks like a frat boy.

Actually, on most speeches, such as the inaugural, President Obama writes a first draft or an outline and then sends his musings to Mr Favreau, beginning a back and forth that can last for weeks.

It is well-known that Obama wrote the official, final draft of his Presidential candidacy speech in 2007; he wrote 3/4 of the 2004 Keynote Address for the Democratic Convention.

As President, he has a team that assembles most of his impromptu speeches for him, such as the announcement of the earthquake in Haiti, or congratulatory speeches at White House events and functions. But for the most part, when it comes to heavily televised speeches, Obama is known to go line-by-line with his writing team over initial drafts that he himself writes, often early into the morning.
