White, maybe? Or no eye shadow at all. Instead you can do that thing that seems to be popular now where you draw a line with eye liner on your eye lid.

I’m not sure what you’re talking about with the eyeliner. xD Anyway, my makeup skills are horrible, so I probably couldn’t do it anyway. :P

When choosing my makeup and outfits, I usually try to go with what works well with my hair. Probably sounds silly, but I find that you can always use accessories to work out the rest (bracelet, necklace, earrings, etc).
That being said, since your hair is brown, I’d go for more of the earthy tones (shades of brown, mixed with a little bit of silver). Black eyeliner. Black mascara. You usually don’t have to overdo it with colors. The red dress will make you stand out fabulously. (:
