Is it possible for a neutered Shih tzu, who’s ball did not drop, get a female Shih Tzu pregnant?
If he is Neutered, then No he cannot get another dog pregnant!

It’s not possible if he was neutered.
I’ve seen some neutering surgeries. An incision is made generally just forward from the scrotum. The testicles are removed through this incision. The stalks are tied off and cut. Even if the balls did not “drop”, as you said, when he was neutered they were removed.
