Apartment Leasing

I am interested in finding out what is needed to start an apartment complex in the state of Texas? I am looking at a location 35 miles southeast from Dallas and looking at the market in the region very little to no apartment complexes are found. I have no formal skills in this area but would love to see what it would take to get potential investors lined up to start this business idea. Any help you can give me would be greatly appreciated.

I would maybe talk to a real estate company that is already existing. They will know more about what it takes to start a project of this magnitude.
