Possibly. If it's cheaper then it could be perceived that the condoms are made from cheaper material which may not be as good as the more expensive brands. Perhaps you find the cheaper one's material more irritable, possibly because you are allergic to that type of latex. I'd recommend go with the more expensive ones as it's better to spend money than to have a rash :3
You could be allergic to latex or spermicide or the kind of lube that the cheaper condoms come with... Try different brands until you find some that you like that you aren't allergic to. It could also be possible that you aren't wet enough and the cheaper condoms aren't as lubed up...?
You can be allergic to different types of lube, and you can be allergic to different types of latex. Maybe try non-lubricated and see if it's the lube you're allergic to. Quite a few people are allergic to it so don't feel bad about it.
Some people are allergic latex sometimes it's the spermicide. It might even be the lube that they use. Do you know what kind he bought?
