If this 23 year old is a teacher, and the 17 year old is his pupil, there are serious dangers for the teacher.

The 17 year old may ( mistakenly ) think and believe that s/he has given free consent for sexual activity to occur, but the law identifies that this is a "position of trust" in which there is an "imbalance of power" .....

..... to the extent that the pupil may have been pressured into agreeing to the sexual activity - in much the same way as they agree to other instructions such as "do this homework" or "please pay attention while I am speaking".

Even more serious is that in the event that police become involved, the teacher can be charged with sexual abuse of a young person in their care or even räpe. .....

Even if the pupil believed that s/he had given free consent at the time, in the event of a relationship breakdown they might deny that that consent had been given, and a court of law would almost certainly accept that the Teacher was acting in a predatory fashion and had taken unlawful advantage of his authority and imbalance of power over the pupil.

It is even possible for a teacher to be prosecuted for being intimate with a pupil if the teacher is reported to police by the pupil's parents, or a jealous schoolfriend or vindictively by another pupil who has a grievance against the teacher or pupil:

Teachers understand these dangers, and quite frankly any teacher who has an intimate relationship with a pupil in his/her care must be too stupid to even be worth employing as a teacher.

The private thing? Simple - a man and wife cannot be prosecuted for having consensual sex in private on their bedroom floor, but they can be prosecuted for having consensual sex in public on a shop floor. It would not be räpe or sexual abuse, but it would be illegal under indecency laws.
yes, dating is fine, and your probably over the age of sexual consent, however he is quite a bit older so you should wait till your 18 to have sex. legally there is nothing wrong with kissing r dating, its when the relationship gets sexual that there can be a problem
it really depends on your states laws. since your still teniqually a minor untill your 18 years old, theres a possibility he could go to jail since hes quite a few years older, but it really depends on your individual states laws and im not sure about them
its a uk law, not a 'state law' and it states anyone over the age of 16 cna have consensual sex, how old he is is up to you, theres no law about if your partner is older than you. Dont worry about anything legally stopping your :)
