When you can accept the consequences and responsiblities that come with having sex ie pregnancy, STDs, etc. Because even though you use protection it is not 100% safe. Also if you have doubts in your mind about actually having sex then that too is an indicator that you’re not ready.
Just asking us here, right now, says your not ready. Trust me you will know, when you are ready you wont think about the consequences as bad as you did before.
