What is the best exercise to lose stomach and butt fat?

I want to get a flat stomach and smaller butt. What exercise will be most effective and quick to lose the weight and get toned?

run 2-3 miles then do 250 crunches. then do squats and lunges as many as you can. BUT before all that make sure you stretch.
