What does it mean when someone says that they're looking for a diamond in the rough?
Like any precious stone that come out of the ground, a diamond for the most part is nothing more but a shiny rock...however, when cut and polished it becomes something of great value.
Some people are the same way...lots of potential that with a little polish they can shine.
Like in the movie, My Fair Lady.

I'm not sure what you are looking for but one meaning of diam is:
Noun 1. diamdiam - the length of a straight line passing through the center of a circle and connecting two points on the circumference

I'm so sorry --- I did not read the rest of your question --- something that on the surface looks bad but deep down inside there is something good. Never judge a book by it cover --- is the same thing.
Means they are looking for somthing that has potential. You see the movie "Hancock" with Will smith? well he was a diamond in the rough, a bad and nature but became good.
An unpolished or inexperienced person who nontheless show promise in some field :)
