I am not english and I’m doing an essay about terrorism for phylosophy.

I found this online so could you tell me what it means “Terrorism is not considered wrong in itself, but only if it has bad consequences on balance”

So, does this mean that terrorism is wrong if it has bad consequences or, that balancing the good and the bad consequences, and there is more bad its wrong?

P.S. I know that terrorism is wrong, this is just froma a consequentialism point of view.

I’d vote that your second answer is correct. Meaning if the bad consequences outweigh the good, it can be considered overall ‘bad’.

Your second one is correct. There are generally more bad consequences that come from terrorism than good things. Keep in mind that terrorism is really all about your side in an altercation (probably a bad choice of words). I highly doubt that anyone involved in those activities considers themselves a terrorist. They probably consider themselves a freedom fighter of sorts, even a hero for taking a stand. Problem is that their stand, and their points could be better made in a different forum that results in a lot less life lost.
