Would any tattoo place be able to tattoo a person's lip or would I need to go somewhere special?
Also how much would it cost to get done the first time (i know it had to be touched up on every so often because it will fade). I also wanted to know where i could go to get a blacklight tattoo in washington.

Yes, any tatto place should be able to do that, depending on the design you want and stuff, but yes you can get it done there.
