None with X, all other letters exist. In English. Of course some states have other names for themselves. Or don't even use the same alphabet.

Or do you mean federal states of the USA? http://funadvice.com/r/bjv565nsdht US federal states that start with B, E, J, Q, X, Y and Z do not exist.
