Does the "SOPA" include sites such as Facebook, YouTube, etc.?

I could be wrong, but, after reading thrugh what the bill actually is on wikipedia, my thoughts are that the US already has SOPA in place. It appears to me that SOPA is actually for overseas websites who disregard the copywrite laws in the US. My guess is that all websites inside and outside the US are included. But, I do suggest going to wikipedia and typing it in, just in case my understanding is wrong.

I was told that it does but I don’t know much about it as I don’t even live in the US. :\
