Clean your face with water and dry it up with a towel. Then apply an oil free moisturizer to keep you skin breathing and healthy. It will prevent it from getting dull and will even prevent dust particles from getting attracted to it. I have been using this method for many years and it has helped me to keep my skin healthy and glowing.

After cleansing your face, use a toner (alcohol based) to close the pores, or splash your face with very cold water. Then make sure you use a water-based moisturizer, and you don't need too much - just a blob about the size of a pea is enough. I find Clinique has a nice light water-based moisturizer, not greasy at all.
I'm a guy, so I don't know how much it'll differ. But I take lotion and apply enough of it. It never feels oily, rather it feels like it's deep in my skin. Then as a added bonus I take body spray while the lotion is still moist spay it on my arms and rub it in. It adds your own smell and works better.
Cleaning my face with a warm towel everyday has been helping me a lot. Sometimes I'm too lazy to wash my face & what not so i simply do the warm towel thing & apply an oil free lotion to my face & it keeps it soft, with no breakouts. Washing your face with something as simple as soap helps too.
If you live in cold dry weather areas, use a humidifier to naturally put moisture back into the drying air. Otherwise many lotions out there do the trick.
I heard drinking alot of water does wonders for your skin.
