Because hospitals, homes and jails are typically "safe" and secure places. Making the setting in a safe enviroment typically freaks people out more because if there not safe in hospitals, jails, and even their own homes. Where are they safe? Nowhere. Scary thought, right?
cuz they are all things that freak ppl out enough as it is... add creepy music weird lighting and add stalker/killer/monster/alien or whatever is chasing you you just made a movie!
Actually it was supposed to be a joke ._. but now I know why scary movies in all those places. ._.
