salt makes it rust faster because salt is a better electrical conducter, and the electrons in the metal passent quicker through the salt to get to the oxygen. When metal loses electrons, rust is created. If iron is sitting in fresh water it will slowly react with oxygen in H_2 O causing the oxygen to bond with it, thus causing rust.
