Make sure your furniture is the proper size for the room. Maybe try a condo size sofa, instead of a full size (it's a little smaller, but could be a better scale for a smaller room). If we're talking a living/rec room area, maybe use glass top tables - the openess of these tables suggests more space. The reflection of mirrors on the walls helps give the illusion of a bigger space. Make sure there isn't alot of clutter, keep knick-knacks to a minimum and keep the space very clean and tidy. If storage is an issue, you can always try ottomans with a removable lid for built in storage.
light colours on the wall, also wooden flooring makes rooms look bigger somehow but if your on a budget or just dont want wooden floorng then make sure you dont have big curtains( window area looks smaller with big curtains), thin curtains light coloured makes a room look bigger too :)

Well lighter colors in general make a room look bigger. So stay away from darker decorations & furniture. If the walls are a dark color you could paint them something closer to white.
If I had one I would, but I don't so I wont. :)
